先日eBay サポートチャンネルにエラーの件でお問い合わせいただいていたかと存じます。
それに関連してですが、eBay Japanより正式にエラーの申請をするためのフォームが下記のように準備されました。
既にeBay サポートチャンネルにお問い合わせいただいてるかとは思いますが、下記より改めてエラーの申請をしていただけますようお願い申し上げます。

Thank you for contacting eBay Customer Support regarding correcting your registered name added on eBay account.

I understand that you wish to update the name on eBay account to register for managed payments. Please do not worry I will help you with this.

I would like to inform you that you can share any of these documents so that we will look into changing the name from our end.

We need below document for verification.

1. Proof of Identity - Documentation clearly showing your identify. This can be one of the following:

• Driver Licence (copy of both front and back)
• Passport
• Military ID
• National/Federal ID card

1. Proof of Address - Documentation clearly showing your current address. This can be one of the following:

• Recently issued documentation clearly showing your name and current address (a document which hasn’t been submitted for Proof of Identity). As one of the following:

• Utility bill (water, electricity, landlines phone bill). Please note that mobile phone bills are not acceptable

• Bank statement, including loan/mortgage statements

• Credit card statement (actual credit card picture is not acceptable)

• Insurance statements

You can send documents from your registered email address. You will receive this email to your registered email address as well. You need to reply to this email and attach the documents from there.

私のOwner nameが間違って登録されているのでPayoneerアカウントが作成できないことを理解して頂けたようで
運転免許証と公共料金の名前と住所が分かるものを
このメールに添付して返信するようにとのことでした。
すぐに添付して返信しました。
次の日返事がありました。

personal infoのOwner nameを確認したら
本名に訂正されていました。

それから再度Payoneerのアカウント登録を
行ったらすんなり完了しました！

ebay customerhelpへ問い合わせる時はPayoneerに登録出来ない事を必ず伝えてください。
以前問い合わせた時は、ebay nameの変更はアカウント売買等に繋がる為、規約違反になるような事を言われて断念していましたが、今回はPayoneerのアカウント作成ができないからと目的を明確にしたためかすんなり受け付けて頂けました。

この情報がみなさんの助けになれば幸いです。

私も同じでOwner nameが本名と違う名前で登録されている為、Payoneerの登録の際に名前訂正して入力を進めましたが最後の申請がエラーで出来ません。現在eBayに問い合わせて回答を待っています。
